    Convert A string of the form XX.XX(YY) into a float mean and error bar. Scientific notation not yet supported.
    Single digit errors not yet supported.

    Args:
        errStr (str): string of the form XX.XXXX(YY).

    Returns:
        float, float: mean, error.
